As of regulation from Central bank Dec 05 2013, deposit to virtual currency exchange  should not go through so-called "third party payment platforms",i.e. online payment channels  (Alipay and Tenpay are the two biggest ones).

      To make the deposit speed fast, most of the exchanges just switch  to smaller online payment channels which is still against the regulation.(that's China , most people don't follow regulations ,but play around with them).

      Todays notice is just to ask for better execution of the regulation.

.     But, direct bank transfer to exchange's bank account is always allowed. The only shortcoming for this is the speed: it needs manual confirmation, so the deposit may be delayed for hours or days

     China central bank is just an organization like FED, it has no power to stop the Bitcoin exchange. Also it has no power to stop the account-to-account bank direct transfer.

      Panic is just panic, people are killed by panic instead of the real danger.
